Previously when ebay was in cj, it was difficult to get into Ebay USA if you dont live there.
Many have reported instant approval.

Currently, ebay is having issues with their tracking.
- Zero ACRU
- ridiculous drop in revenue
(Use Live HTTP headers plugin for firefox to check if your cloaked links are working properly)

The only good thing I witness is a better tracking in the number of clicks
as compared to cj stats. Give them some time to figure out what is going on.
